APEMS is open for cooperation and welcomes representatives and delegations from universities, international educational and sport organizations from different parts of the world, willing to visit our APEMS to promote cultural, research, and academic relations. One of the major indicators of increasing the educational and scientific internationalization at APEMS is attraction of foreign professors from leading international educational organizations to give lectures, conduct practical workshops, develop joint educational programs, carry out scientific research, and participate in scientific events.

The APEMS is constantly working on the engagement of foreign scientists on the basis of the preliminary mutual agreement with partner universities and demand in teaching staff.

The involvement of scientists is carried out to provide advisory services on various academic and scientific issues, as well as to conduct professional development of the APEMS` teaching staff.

Opportunities to participate in the program for attracting foreign specialists:
1. On a long-term basis:
The period of attracting foreign specialists on a long-term basis is one full semester or one academic year. Foreign specialists on a long-term basis are required to meet the following criteria:

  • foreign citizenship;
  • the main place of work at the moment of application (outside of Kazakhstan);
  • a scientific/academic degree (professor, doctor of science, doctor of philosophy (PhD), candidate of science, master) and work experience in the specialty for at least 5 years in leading foreign educational or scientific institutions;
  • at least 5 publications in high-impact-factor rated journals.

Please note, that all professors involved in lecturing must also cooperate with the department in terms of joint publications of image and scientific articles in Scopus/Web of Science, which will be accordingly reflected in the labor contracts of foreign specialists.
2. On a remote/distance basis;
3. On a short-term basis in terms of an exchange program for academic mobility;
4. At the expense of off-budget/sponsor funds;
5. On a non-repayable basis (online/offline);
6. In the framework of cooperation with embassies in the Republic of Kazakhstan;
7. Foreign scientific consultants for PhD students

Procedure for issuing an invitation:

To issue an invitation for a multiple-entry or single-entry visa C3 (employment), foreign citizens must submit:

  • a copy of the passport;
  • a copy of the employment contract;
  • a copy of the Rector`s order on recruitment;
  • a paper or online set form;
  • a notarized consent from the owner of the apartment or a certificate from the APEMS` dormitory or hotel (at the place of temporary residence).

4. The invitation is issued by the migration police of Astana within 5 working days, while the permission procedure can be extended up to 30 days.

Visa extension procedure:

1. Visa extension is carried out 15 calendar days before the expiration of the visa by the APEMS` Department of International Cooperation.
2. If the passport expires, it must be renewed in advance at the Consular service department (120 days before the visa expiration date).
3. To extend a work visa, foreign citizens must submit the following documents at least 15 days before the expiration date of the work visa:

  • passport and copy of passport and visa;
  • a copy of the employment contract;
  • a copy of the Rector`s order on recruitment;
  • receipt of payment of the state fee at the time of documents` submission;
  • visa application form with photo 3x4;
  • a notarized consent from the owner of the apartment or a certificate from the APEMS` dormitory or hotel (at the place of temporary residence).

4. Foreign citizens must renew their visa in time via the APEMS` Department of International Cooperation or leave the Republic of Kazakhstan 10 days before the visa expiration date.
5. Foreign citizens are personally responsible for compliance with the validity period of their passport and visa.

Procedure for registration of foreign citizens:
1. After crossing the state border, foreign citizens must come to the APEMS` Department of International Cooperation (EXPO, block 4.5, 2nd floor, room 202/1) on the first day of entry into the Republic of Kazakhstan (including weekends and holidays).
2. Foreign citizens must submit the following documents to register a passport:

For countries with a visa regime:

  • passport and a copy of the passport with a note on crossing the state border and visa;
  • migration/landing card issued at the border;
  • a notarized written consent from the owner of the apartment or a certificate from the dormitory/hotel.

For visa-free countries:

  • passport and a copy of the passport with a note on crossing the state border and visa;
  • migration/landing card issued at the border;
  • a copy of the Rector`s order on recruitment;
  • a notarized written consent from the owner of the apartment or a certificate from the dormitory/hotel.

3. The Department of International Cooperation registers the passports of foreign citizens within three working days at the migration police after each crossing of the state border of the Republic of Kazakhstan (any foreign country). The calculation of the specified terms starts from 00.01 hour.
4. Foreign citizens are required to arrive to the Republic of Kazakhstan not earlier than the start date of their work visa. In case of the entry on other visas (tourist, private, etc.), foreign citizens must leave before the date of the work visa and arrive on the day of its validity or later.
5. Every foreign citizen must reside at the registered place of residence. The discrepancy between the actual address of residence and the address specified during registration procedures is a violation of the Migration Law.
6. Department of International Cooperation, Faculty Deans have the right to conduct scheduled and unscheduled inspections of foreign citizens living in the APEMS` dormitory. If there are any cases of registration violations, the breach report is drawn up, and the contract may be terminated for violation of the Migration Law.
7. When changing the place of residence, a foreign citizen must submit to the APEMS` Department of International Cooperation the following documents before moving to a new address:

  • original and copy of passport and visa;
  • a copy of the identity card and a notarized consent for temporary residence from the owner of the apartment.

Only after providing the above-mentioned documents, a foreign citizen can move to a new address.

8. In case of temporary absence from the dormitory, a foreign citizen is obliged to submit to the APEMS`  Department of International Cooperation a written notice of the location and terms of absence with a note from the dormitory commandant.
9. Every time before going abroad during the academic year, a foreign citizen must obtain an exit permit.
* In case of going abroad without notification/permission from the Department of International Cooperation and the Faculty Dean, the Contract with a foreign citizen may be terminated.
Foreign citizens are obliged to:
1. leave the Republic of Kazakhstan after the end of the academic year;
2. have a passport with him/her and be careful with documents, namely do not lose them or damage them. In case of loss, a note with contact numbers and addresses should be enclosed in the passport;
3. notify immediately the APEMS` Department of International Cooperation, in case of loss or change of the national passport or change of contact details;
4. submit immediately the relevant documents to the APEMS` Department of International Cooperation, in case of getting a residence permit or citizenship of the Republic of Kazakhstan. Foreign citizens with a residence permit are required to reside at a permanent residence address or apply for temporary registration via the Department of International Cooperation.
5. Foreign citizens have the right to receive information and organizational assistance in time from the Department of International Cooperation and the Dean's Office.

Foreign citizens are administratively responsible for:

  • residence without registration in the Republic of Kazakhstan;
  • non-departure from the Republic of Kazakhstan or evasion from leaving after the expiration date of the visa or registration;  
  • employment with a study visa.

* Foreign teachers must undergo an annual medical examination and present a medical certificate form 086 and a fluorography to the Department of International Cooperation within the framework of the legislation in the field of health.
